Long Xianwen of Miao ethnic group, comes from Niujiaoshan Village in Guzhang County, central China's Hunan Province. As the village secretary of the Communist Party of China branch, Long leads villagers to develop local business by initiating tea plantations and rural tourism. The village, located in remote mountainous areas, used to be a poverty-stricken place where the annual per capita net income ten years ago was less than 800 yuan (126.4 U.S. dollars). But thanks to hard work for years, the villagers here have shaken off poverty. The village also becomes widely known for its rural tourism and well-off life. Long believes that their better life is the payoff of their efforts. As a newly-elected deputy to China's top legislature National People's Congress, Long came to this year's NPC with a proposal to accelerate the implementation of rural vitalization strategy.
